This initiative supports companies/ employers to hire digital talent through salary and training incentives.

Digital Business Services (DBS) - In-house training OR Work and Learn courses listed in MDEC’s Digital Skills Training Directory (*ATD courses are listed here https://mdec.my/work-learn/)

The DBS program seeks to address unemployment by tapping into the fast-growing DBS sectors, inevitably positioning Malaysia as a competitive location for digital investments. The incentives include:

  • - 40% of monthly salary for 6 months (minimum salary: RM2,000), and
  • - Up to RM5,000/pax training subsidy for
  • - In-house training (a minimum of 40 hours of training) OR
  • - Sign up for Work and Learn courses listed on MDEC’s Digital Skills Training Directory
  • - Incentives are reimbursed to the employer

Our training programs have been approved by Human Resources Development Fund (HRDF) / Pembangunan Sumber Manusia Berhad (PSMB) with up to RM1300 per day per pax funding support for Malaysia citizens.
The Human Resources Development Fund (HRDF) is administered by Pembangunan Sumber Manusia Berhad (PSMB), an agency under the Ministry of Human Resources, via the Pembangunan Sumber Manusia Berhad Act, 2001 and was setup in 1993 to provide specialised training grants as an incentive for employers to retrain and upgrade workers’ skills, in line with the needs of their business requirement.
An additional aim was to develop quality human capital and a world-class workforce in order to achieve a high income economy based on knowledge and innovation.
Under the scheme, employers are to identify their workers’ training needs and obliged to pay fully the training programme.
Following prior approval obtained from HRDF, a reimbursement of allowable training costs is made, based on the rate of financial assistance as determined by HRDF.
As the objective of this scheme is to encourage employers to retrain and upgrade their employees’ skills in line with their operational and business requirements, ATD training courses are sure to enhance the abilities of Malaysian businesses in terms of utilising and implementing online platforms and digital technology to develop and grow.

Types of Schemes:

Employers are encouraged to utilise their levy payments via the following training schemes:
The SBL (Skim Bantuan Latihan) Scheme
The SBL scheme is the main funding scheme of PSMB. Prior approvals must be obtained from PSMB’s Secretariat. Employers are allowed to identify their own training needs and to implement their training programmes to retrain and upgrade their employees’ skills in line with their operational and business requirements. Under this scheme, employers are allowed to conduct training either on-the-job, off the job or a combination of both. Employers may also conduct training by engaging internal, external or overseas trainers. Effective 1 January 2011, trainers or training providers are required to register under Category C before they are allowed to conduct training under the SBL Scheme.
The SBL-KHAS Scheme
The SBL-Khas scheme is mainly to assist employers who are facing cash flow problems to continue with their retraining and skills upgrading of their workforce by using existing levy balances. Under this scheme, employers need not pay training fees to training provider. PSMB will directly debit from the levy accounts of employers to pay the training fees incurred to training providers with the authorisation of the employers concerned. Training programmes that are eligible to be offered under this scheme are public and in-house programmes conducted by training providers who are registered with PSMB. Training grant applications submitted by employers for programmes that are not registered or conducted by training providers not registered under this scheme will be rejected.

Reindustrialisation and Technology Training Programme (RTTP)

What is "RTTP"?

Reindustrialisation and Technology Training Programme (RTTP) is a funding programme under the HKSAR Government's Technology Talent Scheme. It aims at subsidising local companies on a 2:1 matching basis to train their staff in advanced technologies, especially those related to Industry 4.0. The maximum annual funding is HK$500,000 for each eligible company. 

RTTP allows your company to nurture the right talents, to keep abreast with the evolving industry trend. This funding scheme subsidises Hong Kong local companies with up to 70% of the course fee to enroll their staffs for attending the Enterprise Architecture training programmes.

IBF Standards Training Scheme (STS)

The IBF Standards Training Scheme ("IBF-STS") provides funding for training and assessment programmes accredited under the Skills Framework for Financial Services.

About IBF Certification

IBF-STS approved courses address the following Technical Skills and Competencies (TSCs) and proficiency level:

Participants are encouraged to access the IBF MySkills Portfolio (https://www.ibf.org.sg/programmes/Pages/MySkills-Portfolio.aspx) to track their training progress and skills acquisition against the Skills Framework for Financial Services.

(1) Enhanced Funding Support for IBF-STS

MAS will enhance course fee subsidies for locals attending accredited or recognised courses up to 90%. This existing scheme will also be expanded to include workers in eligible FinTech firms.

  • -Singapore Citizens or Singapore Permanent Residents, physically based in Singapore
  • -Successfully completed IBF-STS recognised programme (including passing all relevant assessments and examinations).

Companies eligible to submit claims for company-sponsored participants^

  • -​Singapore-based financial Institutions regulated by MAS (licensed or exempt from licensing by MAS)
  • -FinTech firms certified by Singapore FinTech Association
*Direct training cost would be based on the gross programme fee charged by the external training provider or apportioned basic salaries of internal staff involved in developing and/ or delivering in-house programmes. Qualifying expenses include training costs incurred for both executive and non-executive staff, as well as staff employed on a short-term basis (less than one year, inclusive of contract staff and interns). Apportioned basic salaries of full time in-house trainers involved in developing and/or delivering in-house programmes will also be eligible for support.
#Individuals who attend a programme in the capacity of an instructor or facilitator, e.g. presenter/speaker/panelist are not eligible for IBF-STS funding.
^SkillsFuture Credit (SFC) cannot be used to co-fund the programme fees of company-sponsored training programmes.

(2) Training Allowance Grant

The Training Allowance Grant (TAG) aims to help Financial Institutions and FinTech firms manage manpower costs and support the skills upgrade of their employees.

TAG will only be disbursed to the eligible sponsoring companies upon the participants’ successful completion including fulfilling the minimum attendance requirements and passing the assessment component of the IBF-STS programme.

SkillsFuture Credit aims to encourage individual ownership of skills development and lifelong learning.

From 1 Oct 2020, Singapore citizens aged 25 or above will receive a one-time $500 SkillsFuture Credit Top-up.
 
Singapore citizens aged 40 to 60 in 2020 will receive an Additional Skills Future Credit (Mid-Career Support) of $500 claimable for SGUnited Skills courses, SGUnited Mid-Career Pathways Programme - Company Training courses and Career Transition Programmes.
 
The $500 Skills Future Credit Top-up and $500 Additional Skills Future Credit (Mid-Career Support) will expire on 31 Dec 2025.
