As announced by Manpower Minister Josephine Teo at Budget 2020, the SEP Support Scheme will provide Self-Employed Persons (SEPs) with a training allowance of S$7.50 per hour, from 1 to 30 April 2020, when they attend courses under the SkillsFuture series, as well as sector-specific training programmes. Updated as at 26 March 2020 - From 1 May 2020, the Government will bring up the hourly training allowance from S$7.50 per hour of training to S$10 per hour of training, as announced by Deputy Prime Minister Heng Swee Keat in his Resilience Budget speech. Application for NTUC Training Fund (SEPs)
SkillsFuture Credit aims to encourage individual ownership of skills development and lifelong learning.
All Singaporeans aged 25 or above will receive SkillsFuture Credit of $500 from January 2016.
On 1 October 2020, the Government will provide a one-off SkillsFuture Credit Top-up of $500 for all eligible Singaporeans aged 25 or above by 31 December 2020. Singaporeans aged 40 to 60 will also receive an Additional SkillsFuture Credit (Mid-Career Support) of $500 by 31 December 2020. These new SkillsFuture Credit provisions will expire on 31 December 2025.
All Singaporeans (Self-sponsored) aged 25 and above can use the SkillsFuture Credit to pay for a wide range of approved skills-related courses. Visit the SkillsFuture Credit website www.skillsfuture.sg/credit for more information.
Our training programs have been approved by Human Resources Development Fund (HRDF) / Pembangunan Sumber Manusia Berhad (PSMB) with up to RM1300 per day per pax funding support for Malaysia citizens.
The Human Resources Development Fund (HRDF) is administered by Pembangunan Sumber Manusia Berhad (PSMB), an agency under the Ministry of Human Resources, via the Pembangunan Sumber Manusia Berhad Act, 2001 and was setup in 1993 to provide specialised training grants as an incentive for employers to retrain and upgrade workers’ skills, in line with the needs of their business requirement.
An additional aim was to develop quality human capital and a world-class workforce in order to achieve a high income economy based on knowledge and innovation.
Under the scheme, employers are to identify their workers’ training needs and obliged to pay fully the training programme.
Following prior approval obtained from HRDF, a reimbursement of allowable training costs is made, based on the rate of financial assistance as determined by HRDF.
As the objective of this scheme is to encourage employers to retrain and upgrade their employees’ skills in line with their operational and business requirements, ATD training courses are sure to enhance the abilities of Malaysian businesses in terms of utilising and implementing online platforms and digital technology to develop and grow.

The SBL (Skim Bantuan Latihan) Scheme
The SBL scheme is the main funding scheme of PSMB. Prior approvals must be obtained from PSMB’s Secretariat. Employers are allowed to identify their own training needs and to implement their training programmes to retrain and upgrade their employees’ skills in line with their operational and business requirements. Under this scheme, employers are allowed to conduct training either on-the-job, off the job or a combination of both. Employers may also conduct training by engaging internal, external or overseas trainers. Effective 1 January 2011, trainers or training providers are required to register under Category C before they are allowed to conduct training under the SBL Scheme.
The SBL-KHAS Scheme
The SBL-Khas scheme is mainly to assist employers who are facing cash flow problems to continue with their retraining and skills upgrading of their workforce by using existing levy balances. Under this scheme, employers need not pay training fees to training provider. PSMB will directly debit from the levy accounts of employers to pay the training fees incurred to training providers with the authorisation of the employers concerned. Training programmes that are eligible to be offered under this scheme are public and in-house programmes conducted by training providers who are registered with PSMB. Training grant applications submitted by employers for programmes that are not registered or conducted by training providers not registered under this scheme will be rejected.

Objective
The objectives of Industry Certification (INDCERT) are:
i. To provide opportunity for Malaysian employees to increase their skills by participating in high value added professional certification that would enhance their career development;
ii. To provide platform for HRDF registered employers to accelerate the up-skilling of Malaysian employees to support Human Capital Development at specific areas determined by the Government in order to achieve the National Agenda; and
iii. To provide employers with high skilled Malaysian workforce which will allow them to explore business opportunities in higher value chain industry through up-skilling courses focusing on Knowledge Intensive that encompasses knowledge-based, high-technology and high value-added products or activities to maintain competitive in the global market.
Target Group
The target group for the INDCERT is Malaysian Employees of PSMB Registered employers, who are looking to upgrade their skills and knowledge through professional certification courses.
Financial Assistances
The financial assistance for course fee and allowances is as per the current allowable cost matrix. The final approved assistance will be based on cost sharing concept which combines both the Employers’ PSMB Levy and Incentive provided by PSMB, as per below:

ATD Learning Programmes are now supported by The Graduates Enhancement Programme for Employability 2.0 (GENERATE. 2.0) under Human Resources Development Fund (HRDF) / Pembangunan Sumber Manusia Berhad (PSMB)
Objective
- GENERATE 2.0 is an initiative specifically designed to enhance the employability among unemployed graduates.
- The objectives of the GENERATE 2.0 scheme are to equip, develop and assist unemployed graduates with:
- Relevant skill sets and knowledge as required by the industries;
- Explore new routes for trainee career market
- Relevant working experience that can enhance their employability; and
- Job placement.
Target Group / Eligibility
The target group for this scheme is as follows:
- Malaysian graduates who have successfully acquired their Diploma, Degree; and
- Are unemployed for at least 3 months or more after completion of studies;
- Newly recruited graduates in PSMB registered companies (within 1 year after completion of studies).

Procedures to Submit Grant Application by Employers and Approval of Training Grant Application
Employers are required to submit grant applications via PSMB’s online system at least 1 week (7 working days) before commencement of the training. Employers are advised to submit the application early to ensure approval is given before the commencement of training.
Submission of online grant application forms (PSMB/GEN2/1/19) must be complete with supporting documents as follows:
- GENERATE2.0 Training proposal
- Course Fee Details (Quotation)
- A copy of trainee MyKad (Identify Card); and
- A copy of Diploma / Degree; and
- A copy of offer letter (newly recruited graduates); or
- A copy of undertaking letter from PSMB employer (fresh graduates who remain unemployed for 3 month or more)
The maximum number of trainee per grant application is 25 trainees per class, or 5 trainees for public courses.
